Job Description

The Position:

The Programme Analyst will support the programmatic areas of Population Change, and Data as well as Innovation and other relevant emerging issues and support the CO to transform, inspire and deliver, as well as draw the ongoing lessons from, high-impact and sustained results through strategic partnerships and resource mobilization. S/he will also support in the strategic foresight including analysis and assessment of relevant political, social, and economic trends.

This post is located in Bangkok with United Nations Population Fund (UNFPA) Thailand Country office and is required regular travelling to field locations.

Under the overall guidance of the Country Director and direct supervision of the Head of Office of UNFPA Thailand Country Office, the Programme Analyst - Population and Development will support the achievement of the ICPD goals, UNFPA’s Three Transformative Results, current twelfth country programme of Thailand Country Office and other innovative and emerging issues. S/he will be responsible for supporting Population Development, Data, Innovation, megatrends and emerging issues (i.e. demographic changes, life-cycle approach, innovation, digitalization, ageing and climate change) as well as strategic partnerships and Resource Mobilization in the scope of strengthening the policy environment through evidence-based approaches. to population. S/he will also work closely with other programme team members, operations and communication team members of the UNFPA Thailand Country Office, Asia-Pacific Regional Office (APRO) and HQ as appropriate.

Job Purpose:

Under the UNFPA Thailand’s 12th Country Programme Document (CPD) (2022-2026) contributes to UNFPA global Strategic Plan (2022-2025) and UN Thailand Sustainable Development Collaboration Framework (UNSDCF) with the Royal Thai Government (2022-2026). UNFPA Thailand’s current CPD includes three outputs on Sexual and Reproductive Health, Ending Gender-based Violence and Population and Development including data and emerging issues. The Programme Analyst will provide technical and program support in the area of Population Change, Data, innovation and other relevant emerging issues and support the CO to transform, inspire and deliver high-impact and sustained results through strategic partnerships and resource mobilization, including supporting the exploration of new prospects and proposal development.

As an upper-middle income country, Thailand’s challenges in Population and development, Demographic change and aged society are crucially underlining the need for Sexual and Reproductive Health and Rights, prevention and management of adolescent pregnancy as well as promotion of Gender Equality to end Gender-based violence, along with an agile innovative approach adaptable to Thailand’s context and priorities to upheld rights and choices principle to leave no one behind.
 

You would be responsible for:

Under the overall guidance of the Country Director and direct supervision of the Head of Office of UNFPA Thailand Country Office and in close collaboration with other programme, operations and communication teams of UNFPA Thailand, the incumbent will perform the following within the delegated authority:

1. Provide technical and programmatic support on Population and Development, Population Change, Data and Life-Cycle Approach to Ageing:

1.1   Provide technical and programmatic support to manage the 12th CPD output 3 to achieve expected results related to Population Change including demographic change, National Transfer Account (NTA), census, Data, and Innovation as well as emerging issues including nexus of the life-cycle approach to ageing, climate change and SRHR, maternal health, ending Gender-based violence, and migration through research and evidence-based approach.
1.2   Support the management and delivery of initiatives under population and development areas including coordination with partners, internal UNFPA teams, and consultants.
1.3   Support the development of evidence-based technical advocacy for the related population development policies to support the implementation of the existing 20 years’ national population policy by applying evidence advocated by UNFPA.
1.4   Participate in UN Country Team joint working groups at the working level to ensure UNFPA’s mandates are highlighted and mainstreamed to UNCT’s work across UN agencies. This includes but not limited to UN Data group, Monitoring and Reporting group.
1.5   Support to promote UNFPA Thailand’s position as a go-to Think tank on Population and development areas with the Government, Academia, CSOs, UN Family and relevant partners. This includes coordination to develop technical papers, briefings and presentation in relevant platforms.

2. Provide technical support in Innovation, Megatrends, and Emerging Issues:

2.1    Provide technical inputs and support the exploration of strategic innovation, megatrends and emerging issues to accelerate the achievement of UNFPA’s transformative results and leverage achievement of UNFPA Thailand CPD.
2.2    Support in arranging meetings with key stakeholders to gather their inputs and insight to identify and develop innovative work programme aligning with national priorities and UNFPA’s mandates.
2.3    Support to identify opportunities on Innovation, megatrends, and Emerging Issues for UNFPA’s intervention, potential partners and collaboration, including on the life cycle approach. This includes but not limited to provision of technical inputs and coordination support in political scanning process, Institutional context analysis and cost-benefit analysis.
2.4   Provide technical and coordination support around innovation, megatrends and emerging issues i.e. population ageing, digital technology, climate change, Humanitarian and Disaster Risks Reduction, Social Return of Investment (SROI) framework and life-cycle approach to ageing and addressing low fertility to promote good quality of population for sustainable development as well as support the on-going innovation initiatives i.e. SIF-funded @SoSafe Life-Cycle Digital Platform and relevant initiatives.

3. Provide technical support in Partnerships and Resource Mobilization

3.1   Support to explore, analyze and recommend new potential and strategic partnerships from all relevant stakeholders including but not limited to Governments, Private Sectors, Foundations, IFIs, CSOs, Academia, UN family, and beneficiary groups.
3.2   Support the development of relevant concept notes and funding proposals to mobilize in-kind and financial resources for UNFPA Thailand under the scope of UNFPA’s strategic plan, Thailand CO’s CPD, the two-country resource mobilization strategy (with Malaysia). This includes provision of support to identify innovation, megatrends and emerging issues, using innovative approach including but not limited to technology, digitalization, design thinking in a Life-Cycle and whole-of-society approaches.
3.3   Support the maintenance of good relationships with key partners including public and private sectors, CSOs, UN family and beneficiary groups.
3.4   Develop project summaries, and conference papers. Draft speeches and talking points for the management and participate in related meetings and events to support the promotion of UNFPA’s goals and objectives and maintenance of good relationship with partners.
3.5   Perform other duties as required by UNFPA leadership, ensuring alignment with organizational goals and objectives in the field of population and development.

Qualifications and Experience:

Education: 

Master’s degree in social sciences, economics, rural development, business administration, public administration, and/or other related fields.

 

Knowledge and Experience:

  • At least 2 years of progressive professional experience on population and development and partnership and resource Mobilization.
  • Competency and experience in programme/ project development and management including programme/project design and proposal development, implementation, monitoring, reporting and evaluation is required.
  • Experience in innovative programming and resource mobilisation, including design and implementation of interventions around Population and development, data, innovation, megatrends and emerging issues i.e. digitalization, climate change and etc. is required.  
  • Knowledge and understanding of Thailand’s population dynamics, impacts of demographic change, and ageing society and their linkages to UNFPA mandates is required. • Sound knowledge and understanding of UNFPA’s mandate and its work in Thailand is an asset.  
  • Proven ability on complex coordination with multiple stakeholders in national policies development or implementation is highly desirable.
  • Computer literacy in working programme i.e. MS-Word, Excel, Power Point, Cloud, Google drive is required.
  • Strong verbal and writing skills both in English and Thai is required.

Languages: 

Fluency in English an Thai. Knowledge of other official UN languages i.e. French and/or Spanish, will be an advantage.
