Provision of a service to conduct a desk review on existing and possible Public Private Partnership (PPP) initiatives on ageing and related issues in Thailand
UNFPA requires the provision of services to conduct a desk review on existing and possible Public Private Partnership (PPP) to conduct a desk review on existing and possible Public Private Partnership (PPP) initiatives on ageing and related issues in Thailand.

Below are list of submited questions and answers from UNFPA:
1) Question: In Objectives – Comparative review, kindly clarify how to define formal and non-formal sectors
Answer:
Formal Sector: Sector which encompasses all jobs with normal hours and regular wages, and are recognized as income sources on which income taxes must be paid. In this review, " the ageing population of formal sector" refer to retirees or those who retired from formal sector(s) i.e. governmental organisations, established organizations and/ or companies. These ageing population received or continued receiving financial benefits from their former employers in form of pension, provident fund, etc.
Non-formal Sector: Sector which encompasses all jobs which are not recognized as normal income sources, and on which taxes are not paid. The term is sometimes used to refer to only illegal activity, such as an individual who earns wages but does not claim them on his or her income taxes, or a cruel situation where people are forced to work without pay. However, the informal sector could also be interpreted to include legal activities, such as jobs that are performed in exchange for something other than money. In this review "the ageing population from the non formal sector" refer to those who never been regular employed in a certain period of time (until they were be able to entitle or obtain the regular benefits after retirement). Most of them are those who are farmers, day-wage labourers, etc.
2) Question: In Objectives – Comparative review, do we have to specify 3 countries in proposal?
Answer: The 3 countries can be mentioned. This is up to your proposal. The candidate can freely propose the countries for the review.
3) Question: In Objectives – Comparative review, is it mandatory that 3 selected countries cover both formal and non-formal sectors?
Answer: The selected countries should cover both formal and non-formal sectors. This is also up to your proposal. The candidate can propose the selected countries both solely for the either one of the category OR combined both categories.
4) Question: In Components of quotation - company’s portfolio part, kindly clarify “corporate video”
Answer: Corporate video consists of your past works, which can be sent electronically through links.
