"I was impressed by the experience, infrastructure and the level of technology that Thailand has. We don't have (such) technology and infrastructure in Bhutan. That's the main obstacle," said Mr. Pema Tshewang, district health officer from Samdrup Jongkhar District, who was one of the participants.  In addition, he has seen active community participation in promoting health care service in their neighbourhood. This is what Bhutan may be able to apply when they go back to Bhutan, he added.

The visit by nine health officers from Bhutan is part of the three-year project from 2012 to 2014 to promote the cooperation in reproductive health care and service. From 3-14 December last year, UNFPA and Boromarajonani College of Nursing Udon Thani organized a training course on International Advanced Midwifery Training and International Neonatal Programme to 21 Bhutanese health officers. This year, Thailand's Ministry of Public Health was bringing officers to the field trip in Thailand from 21-27 April. In May, the second batch of 20 health officers will come to Thailand to attend the training under the programme funded by Thailand International Development Cooperation Agency (TICA).

During the last week trip, the Bhutanese heath officers visited many maternal care centers and hospitals including Rajavithi Hospital. Mr. Kinley Dorji, another health officer from Bumthang District, said he was impressed by the role of the community clubs such as "Saisampan Club" in taking care of mothers and babies. "We try to imitate the practices we have seen here such as the role of community-based support," he said.

Bhutanese guests did not only see the maternal care practices but also experienced the cross-cultural practices such as the roles of male nurses. Mr. Dorji asked why all the nurses that he has seen at Rajavithi Hospital are women, in which he was informed that it was not a result of gender discrimination but Thai girls study hard.

Ms. Thinlay Choden, assistant health officer from Samtse Dzongkhag District who was the only woman participant in this group, asked whether Thailand has allowed the father to take maternal leave. In Bhutan, she said women can take three-month maternal leave while the father can take seven day leave to take care of newborns,

The cooperation was cemented during the Memorandum of Understanding signing ceremony between the Ministry of Thai Foreign Affairs, the Ministry of Health of Bhutan and UNFPA at the Ministry of Foreign Affairs on 26 April 2013.  Thailand and UNFPA (Thailand) has agreed to provide technical cooperation to strengthen capacity of Bhutan's public health and services.

Mr.  Tandin Dorji, Director-General, Non-Communicable Disease Division, Department of Public Health, Ministry of Health of Bhutan, said during the MOU signing ceremony that Bhutan hopes to learn from Thailand in terms of maternal health care.

Mr. Piroon Laismit, Director General of TICA, said that the international cooperation on health care development will help the countries reach the fifth Millennium Development Goal of improving maternal health care by 2015.

Mr. Caspar Peek, UNFPA Representative for Thailand, said that the cooperation between Thailand and Bhutan is a like a match made in heaven. Bhutan has taken the initiative to measure prosperity by gauging its citizen's happiness. Thailand has been widely known as the Land of Smiles. "I can't imagine any two countries happier than Bhutan and Thailand working together," Mr. Peek said.

ข่าวสารนิเทศ : พิธีลงนามบันทึกความเข้าใจว่าด้วยความร่วมมือไตรภาคีด้านสาธารณสุข ไทย - UNFPA - ภูฏาน

เมื่อวันศุกร์ที่ ๒๖ เมษายน ๒๕๕๖ เวลา ๑๓.๐๐ -๑๔.๐๐ น. ณ วิเทศสโมสร กระทรวงการต่างประเทศได้มีพิธีลงนามบันทึกความเข้าใจโครงการความร่วมมือ ไตรภาคีด้านสาธารณสุขระหว่างรัฐบาลไทย รัฐบาลภูฏาน และกองทุนประชากรแห่งสหประชาชาติ (United Nations Population Fund - UNFPA) โดยมีนายพิรุณ ลายสมิต ผู้อำนวยการสำนักงานความร่วมมือเพื่อการพัฒนาระหว่างประเทศ (สพร.) กับ Mr. Tandin Dorji อธิบดีกรมการสาธารณสุข กระทรวงสาธารณสุขราชอาณาจักรภูฏาน และ Mr. Caspar Peek ผู้แทนกองทุน UNFPA ประจำประเทศไทย เป็นผู้แทนลงนาม และมีแขกผู้มีเกียรติที่เกี่ยวข้องร่วมเป็นสักขีพยาน

 

สืบเนื่องจากมติคณะรัฐมนตรีเมื่อวันที่ ๒ เมษายน ๒๕๕๕ อนุมัติการลงนามในแผนปฏิบัติการภายใต้กรอบความร่วมมือหุ้นส่วนระหว่างไทยกับ สหประชาชาติ ปี ค.ศ. ๒๐๑๒ - ๒๐๑๖ (UNPAF Action Plan Thailand  2012 - 2016) โดยสาขาความร่วมมือระหว่างประเทศเป็นหนึ่งในความร่วมมือภายใต้แผนปฏิบัติการ ดังกล่าว ซึ่ง สพร. ได้ลงนามในแผนปฏิบัติการรายปี (Annual Work Plan) กับ UNFPA ประเทศไทย เพื่อส่งเสริมการดำเนินความร่วมมือเพื่อการพัฒนาในรูปแบบ South -South Cooperation และความร่วมมือไตรภาคีของไทยด้านการพัฒนาประชากรและอนามัยเจริญพันธุ์ โดย สพร. และ UNFPA  ได้เห็นชอบที่จะร่วมให้ความช่วยเหลือแก่กระทรวงสาธารณสุขราชอาณาจักรภูฏาน เพื่อพัฒนาการให้บริการด้านสาธารณสุข โดยมีวัตถุประสงค์เพื่อเสริมสร้างศักยภาพบุคลากรของราชอาณาจักรภูฏานในสาขา ข้างต้น โดยทั้งสามฝ่ายเห็นชอบให้จัดทำบันทึกความเข้าใจเพื่อกำหนดกิจกรรมและความรับ ผิดชอบในการดำเนินความร่วมมือไตรภาคี

โครงการความร่วมมือดังกล่าวมีระยะเวลา ๓ ปี  (๒๐๑๒ - ๒๐๑๔) โดยระหว่างวันที่  ๓ - ๑๔ ธันวาคม ๒๕๕๕ ที่ผ่านมา สพร. ร่วมกับ UNFPA และสถาบันพระบรมราชชนกจัดกิจกรรมฝึกอบรมให้แก่บุคลากรด้านสาธารณสุขของภูฏาน จำนวน ๒๑ คน ในหลักสูตร International Advanced Midwifery Training และ International Neonatal Programme และในปีนี้ สพร. ร่วมกับ UNFPA และกรมอนามัยได้จัดให้เจ้าหน้าที่ระดับสูงด้านสาธารณสุขของภูฏานจำนวน ๙ คน มาดูงานที่ประเทศไทย ระหว่างวันที่ ๒๑ - ๒๗ เมษายน ๒๕๕๖ และในเดือนพฤษภาคมจะร่วมกับสถาบันพระบรมราชชนกจัดฝึกอบรมแก่เจ้าหน้าที่ สาธารณสุขภูฏาน รุ่นที่ ๒ อีก ๒๐ คน
