Bangkok, Thailand – In a landmark move to strengthen public health, safety, and sustainable development, United Nations Population Fund (UNFPA) Thailand—together with the Thai Health Promotion Foundation (ThaiHealth), Foundation for Older Persons’ Development (FopDev), and six key government agencies—has launched SoSafe platform. A Memorandum of Understanding (MOU) was signed on March 28, 2025, at Prince Palace Hotel in Bangkok to advance this multi-stakeholder initiative.
The signatories include the Ministry of Social Development and Human Security, Ministry of Interior, Ministry of Public Health, Ministry of Education, Bangkok Metropolitan Administration, National Science and Technology Development Agency, ThaiHealth, and Foundation for Older Persons’ Development.
The event brought together high-level officials and partners, led by Dr. Julitta Onabanjo, UNFPA Thailand Country Director and UNFPA Representative for Malaysia, Mr. Anukul Peedkaew, Permanent Secretary, Ministry of Social Development and Human Security, Mr. Suntithorn Yimlamai, Deputy Permanent Secretary, Ministry of Interior, Mr. Sanon Wangsrangboon, Deputy Governor of Bangkok and Representatives from other key agencies. Also present was Ms. Porranee Poobrasert, Assistant Manager of Thai Health Promotion Foundation (ThaiHealth), a key supporter of SoSafe initiative and a driving force behind the event.
Dr. Julitta Onabanjo emphasized that this agreement aims to establish a robust partnership and framework for developing SoSafe platform, with a focus on:
- Ending gender-based violence and promoting gender equality, sexual and reproductive health, and rights
- Integrating SoSafe with health, social problems, and community support systems
- Securing resources to ensure the platform’s sustainability and effectiveness
- Encouraging policy development that fosters a safer, more inclusive society
The partner organizations have committed to collaborating on data sharing, stakeholder consultations, and resource integration to enhance SoSafe’s operational capacity and scalability. Regular meetings will be held to monitor progress and refine cooperative strategies.
This three-year agreement sets a concrete roadmap for improving people’s quality of life through technological integration and an inclusive development approach. The initial phase of SoSafe initiative will be piloted in Bangkok, with plans to expand to other provinces—particularly rural areas and regions with vulnerable populations.
Mr. Anukul Peedkaew highlighted the transformative potential of the platform "This collaboration marks a significant milestone in building an efficient and inclusive support system for all citizens, especially vulnerable groups requiring special care. SoSafe will serve as an essential tool to integrate social, health, and safety services into a unified system, ensuring quick and widespread access to information and assistance. This initiative aligns with Thailand’s commitment to fostering a sustainable and inclusive society.”
Ms. Porranee Poobrasert added “ThaiHealth recognizes SoSafe as a crucial mechanism to expand access to health and safety services for people of all ages in Thailand. With the collective efforts of all sectors, we believe this platform will significantly enhance the well-being of individuals and contribute to a society that prioritizes holistic health—physical, mental, and social problems.”
The signing of this MOU marks a significant step forward in strengthening public health and safety through multi-stakeholder collaboration between government agencies, NGOs, and civil society. By leveraging innovation and strategic partnerships, Thailand is poised to advance toward a more sustainable, inclusive, and healthier future for all groups, genders, and age cohorts.
