Purpose of consultancy:

UNFPA is the United Nations sexual and reproductive health agency. The three Transformative Results in the new UNFPA Strategic Plan aim to end preventable maternal deaths, the unmet need for family planning, gender-based violence, and all harmful practices globally.

In Thailand, UNFPA has worked for five decades. Within the scope of Sustainable Development (SDGs) and UN Sustainable Development Cooperation Framework (UNSDCF), UNFPA Thailand It has implemented now begins its cooperation framework with the Thai government under the 12th country program to accelerate the three Transformative Results amid population ageing in the country together with multiple stakeholders including but not limited to Government, CSO, private sector, UN agencies and relevant development partners. In this regard, UNFPA Thailand would like to increasingly and the consultant is to efficiently outreach and engage more with the public through traditional and assist in utilising social media as well as other possible tools to promote UNFPA’s mandates. This includes promoting good work results as well as to increase UNFPA’s visibility among Thai citizens both online and offline and to recruit supporters from the general public as advocates for policy changes and resource mobilisation to accelerate the three Transformative Results. This will support Thailand to become a high-opportunity society in which vulnerable population groups, including women and girls, LGBTIQ+ community, youth with disabilities, ethnic youth, teen mothers, and older persons, can enjoy rights to sexual and reproductive health and a life free of gender-based violence so that young people can fulfil their potential and become high-quality human capital to drive Thailand to reach its sustainable development goals..

Among many on-going activities, UNFPA Thailand and Reckitt launched the “Empowering Our Youth” project becomes which is a flagship initiative through which      Reckitt actively supports the work of UNFPA Thailand and UNFPA partners consecutively from 2022 to 2026 to promote sexual and reproductive health and rights (SRHR) including prevention of adolescence pregnancy for young people in Thailand.  To achieve SDG 3, the project will promote condom accessibility for all, prevention of pregnancy and sexually transmitted diseases among adolescents, and the well-being of adolescents and vulnerable mothers. The project also supports SDG 5, which aims to achieve gender equality and increase the role of women and girls. With increased and complicated demand for outreach and public engagement, UNFPA Thailand requires consultancy support to efficiently deliver the mentioned services.  

Scope of work:

(Description of services, activities, or outputs)

With overall guidance from the Head of Office, The Outreach and Outreach and Public Engagement Coordinator/ officer will work under the direct supervision of the Communications Specialist and work closely with all members of UNFPA Thailand Country Office to support the implementation of the CO’s communication strategy and plans with the Head of Office. The incumbent will also support the Empowering Our Youth Project and work very closely with the output managers in UNFPA Thailand Donors, implementing partners, UN Agencies and relevant external partners to support the communications outreach with online and mainstream media and public engagement activities of UNFPA Thailand. 

  • Lead the implementation of public engagement activities. This includes the development of social media strategy including KPIs and SEOs and its implementation, updating website, engagement with traditional media, relevant public events and campaigns, management of the production of communications materials and contents as per UNFPA corporate guideline and good practices, provision of technical support to the overall implementation of UNFPA Thailand Country Office’s communications strategy and annual work plan in collaboration with UNFPA members, government, civil society organisations, academics, media, young people, UN agencies, development partners and  private sectors.
  • Lead the production and dissemination of social media assets in Thai and English languages in various formats (e.g., infographics, videos, etc.), including writing draft posts, production of content (graphic design, audio/video editing, etc.), obtaining clearances, editing copy, and coordinating design approval, posting social media posts and managing responses on the UNFPA Thailand’s present and future social media platforms including but not limited to FB, Twitter, Instagram, YouTube, Flickr and Tik Tok. This includes coordinating outreach/ public activities, monitoring and reporting on progress to increase followers or followers’ interactions, taking appropriate follow-up actions, and analysing the outcomes of the social media activities.
  • Support the implementation of UNFPA Thailand CO’s Empowering Our Youth Project activities relating to public outreach and partnerships with government, civil society organisations, academics, media, young people, UN agencies, development partners and the private sectors with full alignment of UNFPA corporate policies, standard and good practices. This will be done in close coordination with the project manager and Output 1 manager who oversee SRHR portfolio.
  • Identify new and potential partners as well as develop action plans for outreach, public engagement with relevant partners to promote UNFPA mandate and results. This includes:

- Identify outreach opportunities by maintaining active communication with      partners and media.  

- Research, collect, and analyse data to contribute to  strategies for the best outreach and communications practices.

- Collaborate with team members and cross-analysed data for outreach outcome statistics.

- Maintain and update a list of media contacts and foster relationships with key media, KOLs, social influencers.

- Organise and enable coverage of activities and events by UNFPA and provide media with key information from UNFPA.

- Organise, coordinate and implement online and off-line campaigns and events for UNFPA, coordinating with the public and private partners, such as exhibitions, outreach to young people and communities as well as target audience of UNFPA Thailand as per the Country Programme Document.

  • Support the Capacity Development initiatives for UNFPA team members and its partners including but not limited to implementing partners, donors and other external partners to ensure UNFPA’s corporate standard alignment. This includes conducting research with a broad scope of information sources, printed and electronic; compile and share information as guidance in preparing and producing communications products/services for external audiences at the national and sub-national levels, including the general public and the private sector on social media and other relevant platforms. This includes:

- Participate in the planning and implementation of communications campaigns on social media platforms. Under close supervision and guidance of Communications Specialist and Head of Office, prepare draft content, including translating or adapting social media assets from UNFPA’s Media and Communications Branch into Thai.

- Identify and formulate public outreach engagement findings, lessons learned, and recommendations to the management and the UNFPA Team.

- Contribute to the implementation of the Communications Strategy. 

- Collaborate and coordinate with other UN agencies, government agencies, NGOs, and other organisations on outreach and public engagement.

- Provide support and guidance to colleagues, consultants, and/or interns on social media communications.

- Perform other duties as required.

Output-based deliverables as follows:

● End of Sept: Monthly analytical report of activities and progress as per the scope of work listed in the ToR including lessons learnt and recommendations of way forward to strengthen work results in the future.

● End of Oct: Monthly analytical report of activities and progress as per the scope of work listed in the ToR including lessons learnt and recommendations of way forward to strengthen work results in the future.

● End of Nov: Monthly analytical report of activities and progress as per the scope of work listed in the ToR including lessons learnt and recommendations of way forward to strengthen work results in the future. 

● End of Dec: Monthly analytical report of activities and progress as per the scope of work listed in the ToR including lessons learnt and recommendations of way forward to strengthen work results in the future.

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

1. Attend the CO meetings and technical meeting

2. Regular update on progress with the supervisor.

 

Supervisory arrangements:

Expected travel:

Approximated 3 trips to Chiang Mai, Prae, Chiang Rai

 

Required expertise, qualifications and competencies, including language requirements:

Education:  

Master's degree in development communications, media relations, journalism, publishing, public relations, or related field. 

 

Knowledge and Experience: 

At least a year of experience at the professional level in public relations, outreach, media, communications, or advocacy. 

  • Ability to translate development-related technical work into public-friendly contents is desirable.
  • Proven ability and experience in developing media content including developing in-house video, and photographic materials that clearly communicates complex and sensitive development agenda for outreach and public engagement through traditional media, social media, prints, communications materials, and audio-visual materials are required.
  • Experience in media relations both online and offline and strong established media relationships is required.
  • Working experience with UN or multilateral or international organisations is an advantage.    
  • Competent in the usage of computers and office software packages, good knowledge, and experience in handling of web-based management systems.
  • Experience in conceptualising and managing communications plan, social media platforms, new media, the production of communications materials, including detailed reports, is an advantage.
  • Demonstrated experience in designing and implementing communications and/or media outreach plans in support of overall corporate/ organisational goals is desirable. 

 

Languages: 

Proficient in English and Thai languages, spoken and written.

 

Inputs/services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

  • UNFPA mandates, Strategic Plan, and the 12th CPD of UNFPA in Thailand
  • Policy and Procedures Manual (PPM) on communications including UNFPA Social Media Policy, UNFPA Social Media Guidelines, UNFPA Social Media Strategy, Information Disclosure Policy, UNFPA Public Information and Communications Policy and Publications Policy.
  • Other related guidelines.
