The Royal Thai Government’s Commitment on ICPD25

The Royal Thai Government shall deliver our full commitment to the Nairobi Statement through three inter-related approaches:

First, our well-funded Universal Health Coverage Systems ensures that  

‘Everyone on the Thai soil has access to all essential health services including sexual and reproductive health, without financial barrier’.

Thailand accomplished 100% population coverage of UHC since 2002. We put all the marginalized and vulnerable groups as our ‘first miles’. With high effective coverage on sexual and reproductive health services, there is little unmet need on Family Planning information and services, the maternal mortality ratio declined significantly towards the target of zero preventable maternal death and morbidity by 2030.

Second, effective multi-sectoral actions through national coordination mechanism ensure right based equitable access to quality comprehensive gender-based violence prevention, care, and information services as well as empowering female adolescents through continue schooling. Effective enforcement of relevant legal frameworks, including the Act for Prevention and Solution of the Adolescent Pregnancy Problem 2016, ensures reduction of teenage delivery towards the target of under 25 per 1,000 live births by the year 2026.

Third, implementing a life-course and inclusive approach towards healthy lifestyle including active and healthy ageing population. We consider people beyond 65 years old as social assets not burden, and invest more to keep them healthy and strong. Our UHC provides community and family based long term care as well as palliative care for all the frail elderly and those at the last stage of life.

We deliver these three inter-related approaches based on the strategy of ‘Participatory Public Policy Processes based on Wisdom’ or 4PW.
