UNFPA requires the “Provision of Social Media Production and Management Services” as specified in the Term of Reference (ToR). 

This Request for Quotation is open to all legally-constituted companies that can provide the requested services and have legal capacity to perform to The United Nations Population Fund, 4th Floor United Nations Service Building, Rajdamnern Nok Avenue, Bangkok, 10200 Thailand in the country, or through an authorized representative.

Instructions for submission
Proposals should be prepared based on the guidelines set forth in Section IV in the Request for Quotation document, along with a properly filled out and signed price quotation form, and are to be sent by email to Email address for bid submission at thailand-bidtender@unfpa.org no later than Wednesday, 3rd June 2020 at 17:00 hours. Bangkok Time.

Please note the following guidelines for electronic submissions:

  • The following reference must be included in the email subject line: RFQ Nº UNFPA/THA/RFQ/20/001 –Social Media Services. Proposals, including both technical and financial proposals, that do not contain the correct email subject line may be overlooked by the procurement officer and therefore not considered. 
  • The total email size may not exceed 20 MB (including email body, encoded attachments and headers). Where the technical details are in large electronic files, it is recommended that these be sent separately before the deadline. 
  • Any quotation submitted will be regarded as an offer by the bidder and does not constitute or imply the acceptance of any quotation by UNFPA. UNFPA is under no obligation to award a contract to any bidder as a result of this RFQ.

The deadline for submission of questions is Wednesday, 27th May 2020 at 17:00 hours, Bangkok time. Questions will be answered in writing and shared will parties as soon as possible after this deadline.

UNFPA welcomes interests in this bidding and submitted questions. Please find more information responding each question below:

Questions, set 1:

1) How long will last the contract? Please explain more about the given deadline of each deliverable.

a) The selection process and the contract preparation are approx. 2 weeks after the bidding deadline. The contract is estimated to start around the second half of June and last until 31 December 2020.

b) The given deadline for each deliverable is an estimation of each campaign cycle. It will be further agreed with the winning bidder once each campaign is planned.

2) How long will last each campaign?

All tasks for each campaign should last approx. 6-7 weeks encompassing preparation, management and report.

3)  Will UNFPA team and/or your Communication Specialist provide infographics, articles, images and other contents and resources related to the campaigns’ topics?

UNFPA Thailand will provide only key messages. The incumbent service provider is to provide the identified deliverables in the table. 

4) Will UNFPA team and/or your Communication Specialist provide details about the target audience?

Yes. The target audience and desirable results will be provided in the concept of each campaign.

5) Is duty of the appointed Agency to propose the number of posts (organic and/or paid) and ads that will be published on social media? Or do you have a minimum and maximum numbers that the Agency should follow?

Bidders are invited to propose the social media promotion plan in accordance with their professional capacity and expertise.

6)  Will UNFPA team and/or your Communication Specialist provide the list of social influencers, KOL and other kind of ambassadors?

KOLs and social influencers will be jointly decided between UNFPA and the winning bidder. UNFPA does work with some influencers but does not limit the work to only certain individuals or entities.

7)   Considering your request to report monitoring and evaluation, which type of access you will grant the Agency to your social media channels?

The type that allows the incumbent service provider to post, manage and monitor the post promotion. UNFPA Thailand currently has three social media platforms: Facebook, Twitter and YouTube. It is open for a plan to be on other useful platforms.

Questions, set 2:

- What language is preferred for the submission of proposal, and for the delivery of tasks?

a) UNFPA prefers proposals in English. Interested bidders can also choose to submit it along with a Thai translation. The evaluation is made based on the English version.

b) All deliverables are mandatory in Thai as the campaigns focus local context. For social media posts, English translation might be needed occasionally.

- How would you measure the success of the overall provision?

The number of the reached target audiences; supportive mood and tone of comments and shares by audiences and a possible positive impact from referrals, influencer activity, positive words of mouth or net promoter score.

- Would UNFPA provide source of information for the content to be developed from?

Yes. UNFPA will provide key messages, data, background information, studies, research for the winning bidder to develop/ produce communications materials for the campaigns.

- Is the media channel limited only to UNFPA social media platforms? In other word, are we allowed to utilize the content and publish in our channels as well?

It is mandatory to have the campaign activities on UNFPA social media platforms. Additional publishing on other online channels is complimentary which UNFPA really welcomes.
